Senator Max Wise Leads Senate Into 2026 Legislative Session

Senate Majority floor leader will co-sponsor driver’s licensing reform legislation, introduces a resolution aimed at congressional term limits.

FRANKFORT, Ky. (Jan. 8, 2026)—Senate Majority Floor Leader Max Wise, R-Campbellsville, opened the 2026 Regular Session on Tuesday by announcing his intent to co-sponsor legislation aimed at reforming how driver’s licensing services are delivered across the state and filing a resolution supporting congressional term limits. 

Wise will co-sponsor legislation to be introduced soon by Sen. Aaron Reed, R-Shelbyville, to address concerns about the state’s current regional driver’s licensing system. The measure is expected to increase local-level access and oversight, particularly for Kentuckians in counties without permanent regional offices. 

“We’ve heard loud and clear from citizens across the state who are frustrated with the licensing process, especially after the WDRB investigative report that brought to light the driver’s licensing fraud where illegal immigrants were paying money under the table to get IDs,” Wise said. “This legislation takes important steps to return more services closer to home and ensure Kentuckians receive the level of service they deserve and from trusted members of their local communities.” 

Additionally, Wise is the primary sponsor of Senate Joint Resolution 17, which calls for an Article V convention to propose an amendment to the U.S. Constitution establishing term limits for members of Congress. The measure is co-sponsored by Senate Majority Caucus Chair Robby Mills, R-Henderson. 

The resolution references a 1995 U.S. Supreme Court ruling affirming that individual states cannot impose term limits on federal lawmakers. However, it cites Article V of the constitution, which allows states to jointly apply for a limited-purpose convention to propose amendments. If approved, the resolution directs the Kentucky secretary of state to formally notify Congress and coordinate with other state legislatures to help meet the two-thirds threshold needed to convene such a convention for this purpose.  

In addition to the aforementioned efforts, Wise has filed several resolutions recognizing local achievements and public service milestones.  

“As we begin the 2026 session, I remain focused on leading with purpose and principle,” Wise said. “That means pursuing reforms that strengthen government at every level and deliver results for the people of Kentucky. I intend to help manage a budget session in a way that remains true to Kentucky taxpayers and that promotes fiscal discipline and economic growth.”
