Representative Amy Neighbors Legislative Update: Cybersecurity Month – Be Aware Of The Power Of Artificial Intelligence

October is Cybersecurity Awareness Month, a time to remind ourselves that in our fast-changing digital world, protecting our information is just as important as protecting our homes and communities. For years, we have pictured cybersecurity threats as hackers in dark basements or “foreign princes” promising great riches if we just click a link. But the reality of online security is evolving, thanks in large part to another powerful force – artificial intelligence.

Artificial intelligence, or AI, refers to technology that allows computers and machines to simulate human intelligence—learning, problem solving, even creativity and independent thinking. You may recognize AI from tools like ChatGPT, photo generators, or even virtual assistants on your phone. The potential is incredible and includes personalized learning plans for students, medical treatments tailored to an individual’s genetic code, and even AI-powered cybersecurity software designed to outsmart hackers.

However, as technology evolves, so do the tactics of those who abuse it to cause harm. Understanding both the promise and the dangers of AI is critical and could save lives.

Here are a few key areas to watch:

Lack of AI Transparency: Many AI systems are complex, and the companies that design them aren’t always forthcoming about how they work or what data they collect. This lack of transparency can make it difficult to know when, how, or why an AI tool makes a certain decision.

AI-Generated Content: Not everything online is what it appears to be. AI can craft convincing phishing emails, fake websites, and even realistic videos and voices—known as deepfakes. Always verify suspicious messages, look for inconsistencies, and never click a link you don’t fully trust. Keeping your software updated helps guard against these evolving threats.

Social Manipulation and Misinformation: Deepfakes and AI-curated algorithms can be used to manipulate public opinion, spread misinformation, and even influence elections. Staying informed and verifying your sources is one of the best defenses against digital deception.

Surveillance and Privacy Concerns: From facial recognition systems in public spaces to data collection in apps, AI is changing how privacy works in everyday life. Be mindful of what personal data you share and with whom.

Financial Risks: As AI becomes more integrated into global markets and trading platforms, there’s growing concern about automated decisions that could contribute to financial instability or exploitation.

Criminal Exploitation: Unfortunately, the same AI that powers innovation can also power new forms of crime—from identity theft and scams to cyberattacks that target vulnerable systems.

While most laws and regulations on AI are being shaped at the national and international levels, states are stepping up too. Here in Kentucky, legislative leaders established a special task force on artificial intelligence to explore how AI can make state programs more efficient and secure, all while ensuring we protect Kentuckians from unintended harms.

Clearly, AI is here to stay, and the conversation about how to use it safely is only just beginning. However, we all have a role to play in defending our digital lives.

Here are a few simple but powerful steps you can take right now:

Strengthen Your Authentication Methods: Use multi-factor authentication (MFA) whenever possible, and consider adding biometric verification like fingerprints or facial ID. AI-driven attacks can guess or steal passwords, but MFA adds an extra layer of defense.

Stay Educated: The more you know about cybersecurity and AI, the safer you’ll be. Take time to learn about new threats and the tools available to protect yourself and your family.

Cybersecurity is no longer just a technology issue. It is very much an everyday issue. By staying alert, informed, and proactive, we can all do our part to keep Kentucky – and the internet – safer for everyone.
