PART A GENERAL INFORMATION
Leagues:
There will be four leagues:
1. K-1 Division (Indians)
2. 2-3 Division (Tribe)
3. 4-5 Division (Chiefs)
4. Special Needs League if there is demand (Tomahawk)
Teams:
– Teams will be then divided equally with pods to best ensure as balanced teams as possible. Teams are co-ed.

Coaches
Coaches are volunteer members of the community with the only requirement is not being a violent felony offender, Coaches are responsible for coaching their team, modeling sportsmanship/professional behavior, and arranging their own practices. Coaches are responsible for communicating any game dates/times, practice times, and schedule changes to their teams.
Cheer Coaches:
Cheer Coaches have the same responsibilities for cheerleaders and will work with the head cheer coach to carry out these duties and having cheerleaders in uniforms and ready to cheer. All conduct rules apply to cheer coaches and cheerleaders. It is asked that cheer coaches get poms poms and signs out and put up at the beginning and end of each night.
Practices
Practices and practice venues are the coaches responsibility. The director will not schedule or be responsible for practice time or venues. The same applies to cheer.
Director:
The director is responsible for game management, event management, league management, and all business related matters over the league. The cheer director will be responsible for enforcing cheer expectations.
Schedule:
The schedule is made by the director. The goal is to have 8 regular season games for each team (minimum of 6). However, scheduling restrictions and weather may impact the number of games that can be played. The schedule will be released early. Any changes to the schedule will be announced to coaches and put out on WAIN, Columbia Magazine, and hopefully social media.
Tournament:
A tournament schedule will be made and teams will be seeded based on regular season standings win loss record and seeded as a normal basketball tournament. The following are tie breakers. Trophies will be handed out for first, second place, and third place. Single elimination.
A. TB #1 Head to head record of tied teams
B. TB #2 Largest margin of victory between the head to head matchups
C. TB #3 Coin Flip
Officials
The best possible officials are located and employed. Officials are given game rules. The goal is to have two officials per contest but it is a matter of finding suitable people if we are short. Officials are officials of the contest. Their judgement will be respected and the director will not overrule an official. The official’s call is final. While coaches can contest calls in games in what is typical basketball decorum, any verbal abuse or belligerent behavior towards officials by players, coaches, or spectators will result in ejection from the gym and possible suspension based on the judgement of the director.
Players:
Players are expected to attend games and practices. They must practice good sportsmanship and follow the directions of officials, coaches, and the director. They are to remain off the court and seated in bleachers when not playing or warming up for a game. They are expected to wear game issued uniforms and tennis shoes for all games. Players must have transportation to and from games. Any player who does not follow rules of sportsmanship or is unruly towards other players, officials, etc. will be subjected to technical fouls, ejections, and suspensions at the discretion of game officials and the director. All players will receive an award for participation in the league.
Spectators/Parents:
Spectators will be charged $2 for an all day/night admission to games. Coaches and staff IMMEDIATE FAMILY (Wives/Husband/Children) are exempt. Parents are responsible for filling out accurate sign up forms and information for their child. Parents are responsible for communicating with their coach and knowing games and practice schedules. Parents and Spectators are expected to practice sportsmanship. Any abuse, harassment, unruly behavior towards coaches, staff, officials, players, or director can result in ejection from the gym and suspensions based on the discretion of the director.
Sponsors:
Sponsorships for basketball and cheer will be sold for $200 a piece. Sponsors will have their logo placed on jerseys.
Pictures:
Pictures will be conducted and schedule will be made for all cheer and players by a local business that has been used in the past. Coaches and the company are responsible for players getting pictures and payment.
PART B GAME RULES/PROCEDURES
Game Format:
Games will be two halves. Each half will be an 18 minute running clock. The clock will stop on dead balls and fouls in the last two minutes of the second half.
Overtime:
1st overtime: 3 minute running clock. Clock stops on dead balls/fouls the last one minute of overtime.
2nd overtime: Sudden death. First team to score wins.
Fouls:
Each player gets 6 fouls. After the 6th foul the player is disqualified from the contest
Teams fouls that reach 7 in a half will be double bonus the rest of the half. All shooting fouls will be two free throws or three on a missed three pointer. A made two or three pointer and fould will be one free throw. Team fouls reset at the half. Team fouls carry over from the 2nd half to the first overtime and reset for sudden death.
Points:
All free throws are 1 point. 2 pointers are 2 points. 3 pointers are 3 points.
Defense:
Players are required to wear matching wrist bands to know who they are guarding. Teams should play man to man defense. The discretion of a team in man or zone is up to the official and will not be debated. Starting with the second zone violation of a game the team will be assessed a two shot technical foul and loss of possession. There is not to be any double teaming. A full court press with double teams/trapping is allowed in the last two minutes of a game and in the last minute of the first overtime only.
Jump Balls:
Normal possession arrow rules will be kept for jump ball situations. The ball will be tipped at the beginning of the game and the beginning of overtimes.
Technical Fouls:
All technical fouls are two balls and possessions. Two technical fouls on a coach is ejection. A technical foul against a player also counts as a personal foul.
Half Court Advancement:
Teams have 10 seconds to get the ball across half court.
Paint:
Players have 5 seconds to get in and out of the lane.
Half Time:
Half time will be 5 minutes.
Warm ups:
Warm up time between games will be no more than 6 minutes.
Time Outs
Each coach gets two time outs per game. Time outs will be one minute in length. There will be a one minute break between each half. Each team gets an additional time out for each overtime. Time outs do not roll over.
Miscellaneous:
General rules of basketball will be followed with double dribble and traveling. The lower division will have common sense applied to teaching and forgiving violations.
PART C-EMERGENCY PROCEDURES
Fire:
In the event of a fire all spectators/coaches/players and a staff should exit orderly out the entrance door. If the fire is in that area then all gym patrons should exit orderly out the gym and out the nearest gym exit.
Tornado/Severe Weather:
In the event of a tornado warning for the area the director will move everyone to an interior hallway and instruct them to cover heads. If a major severe weather outbreak is predicted for the evening games will be cancelled.
Snow/Ice:
In the event of snow or ice a decision will be made by the director based on consultation with the Superintendent of Adair County Schools and Adair County Transportation/Grounds Director.
School Cancellation:
If Adair County Schools are canceled then games are cancelled.
Earthquake:
In the event of an earthquake all players and patrons should find a doorway or area to cover heads. Coaches should get players off court immediately and under chairs for protection from falling debris.
Active Shooter:
In the event of an active shooter the first priority will be getting children out of harm’s way and into a locked room or office. The director will call 911. Other patrons should run and exit the gym, hide, or fight.
Injuries:
The director will be responsible for providing first aid and medical care to any injured athletes. The director will defer to a trained medical EMT, nurse, or doctor for assistance if present. If the director deems the injury is major and beyond his ability to provide adequate care then an ambulance will be called. Parents will be notified. In the event of a CPR needed emergency (serious medical issue), the director will be responsible for getting AED, providing CPR, and having the ambulance called.
Miscellaneous: The director reserves the right to contact law enforcement if found necessary due to an issue on campus that is deemed a threat or constitutes abuse/unlawful activity.
